The North of Tyne Combined Authority (NTCA) has launched a Dynamic Purchasing System (DPS) inviting organisations to participate for the supply and delivery of Business Support Interventions within the North East Region.  The DPS was launched on Monday 6 February and will remain open for the lifetime of UKSPF enabling applications to be submitted at any time.

The DPS is divided into six lots and the invitation to participate ask providers to identify their areas of specific interest (can be multiple).  The six lots are as follows:

Lot 1 Grant Management Services

This lot includes the delivery of Grant Management Services to administer the provision of grants to organisations, including businesses. Grants may include Start-up Grants, Growth Funding, R&D Grants and Digital Adoption Grants.  Suppliers will be asked to develop, maintain and deliver the service(s).

Lot 2 Consultancy Support/Masterclasses/Expertise

This lot includes the delivery or provision of subsidised 1-2-1 consultancy expertise and masterclasses for businesses.  Activities may support people to start their own business and support existing businesses to develop and grow. Suppliers will be asked to develop, maintain and deliver the service(s).

Lot 3 Business Start-up and Entrepreneurship

This lot includes the delivery or provision of business start-up support activities at pre-start or post revenue stage and at any point through the entire business start-up and growth journey, to help new businesses to start and survive. Suppliers will be asked to develop, maintain and deliver the service(s).

Lot 4 Business Scale-up and Growth

This lot includes the delivery or provision of support to businesses at all stages of maturity, enabling them to realise their growth potential.  Provision of support should reduce barriers to scale unlocking further growth and potential from existing businesses and as a result of growth opportunities in key sectors including for example digital health, health and life sciences, low carbon and renewable energy sectors. Suppliers will be asked to develop, maintain and deliver the service(s).

Lot 5 Innovation

This lot includes the delivery or provision of activities which enable and increase investment in R&D by local businesses, boosting productivity and creating new high-value jobs through innovation.  Activities are expected to support entrepreneurs and innovating businesses through, for example, the adoption of new technologies, commercialisation of new or enhanced products, access to technical consultancy support. Suppliers will be asked to develop, maintain and deliver the service(s)

Lot 6 Fund Management Services

This lot includes the delivery or provision of activities related to fund management, including but not limited to investment/equity/loan/social finance fund design, fund management activities and investment due diligence. Suppliers will be asked to develop, maintain and deliver the service(s).

Requirement for services will be launched via mini competitions, open to suppliers established on the DPS.  Established suppliers will be notified when each mini competition is launched.  It is anticipated that the first 3 mini competitions to launch will cover the areas of Grant Management Services, Business Start-up and Entrepreneurship and Business Scale-up and Growth.
