Adult Education Budget Devolution

Since 2014, devolution deals between Central Government and regions in England have been announced. The devolution deals transfer certain powers and funding, previously held by Central Government, to Mayoral Combined Authorities (MCAs).

From 1 August 2020 the North of Tyne Combined Authority (NTCA) will take responsibility of the Adult Education Budget (AEB), which is currently administered by the Education and Skills Funding Agency (ESFA), to deliver adult skills provision in the North of Tyne area.

The purpose of the AEB is to engage adults, aged 19 and over, in learning, and equip them with the skills needed to progress to employment, Apprenticeships or other learning.

Devolution of the AEB will allow local innovation and flexibility to better meet the needs of the North of Tyne area and its residents. AEB is one element which will support the North East Strategic Economic Plan , the emerging Local Industrial Strategy and will start the journey towards creating a local skills strategy which will support NTCA’s ambitions for our residents and employers.

Supporting our residents to acquire the skills needed to secure and progress in employment is at the heart of the North of Tyne Combined Authority Vision and is committed to in our Inclusive Economy Policy Statement . We believe in opportunity for all, removing the barriers which make it difficult for people to take up employment and training opportunities. We want to empower our people with the skills and resources they need to take ownership of their futures and secure good jobs with fair living wages.

Transitional arrangements will take place during the 2019/2020 academic year. During this time we will work closely with providers, businesses and other stakeholders to ensure a high quality adult skills offer is available from 1 August 2020, which focuses on achieving outcomes directly linked to local skills needs, helping residents to improve their quality of life and ensuring that North of Tyne employers can access residents with the skills their businesses need to grow and thrive.

Market engagement

A NTCA AEB market engagement event took place on 31 July 2019. Thankyou to all that attended and for your input to inform next steps. The presentation slides can be viewed here.
